The obvious consensus is too comfortable: we need better water management during droughts. Governments impose hosepipe bans, communities conserve during dry spells, engineers plan infrastructure upgrades. Sensible stuff. Everyone nods along. The better question is what this trend breaks next.

Because here's what we're not discussing: the entire legal and social framework built around the assumption that water scarcity is cyclical, not permanent.

Recent headlines tell a familiar story. Wildfires sweep across Europe. Drought conditions persist in parts of Wales. Officials announce restrictions on garden watering. The public complains. Rain returns eventually. Life normalizes. We've developed a playbook for scarcity as a guest that eventually leaves town.

But what if it's moving in?

The hosepipe ban framework is instructive. These restrictions treat water access as a privilege to be temporarily revoked during emergencies, not as something requiring fundamental restructuring of how we allocate and use this resource. They assume that when the drought ends, we return to the previous baseline of consumption. That's increasingly naive.

The legal architecture around water rights across Europe and beyond was designed for a different climate reality. Water law typically assumes abundance interrupted by shortage. Regulations focus on managing crisis moments, not reimagining baseline consumption. Farmers maintain rights allocated during wetter decades. Urban development continues in water-stressed regions. Industrial users operate under agreements written when water was cheap and plentiful.

All of this assumes the pendulum swings back.

If these conditions become the new normal rather than temporary departures from it, our entire system of water justice fractures. Who gets cut off when conservation isn't temporary but permanent? Which industries shrink? Which regions become unviable? These aren't technical questions. They're distributional ones, and our current frameworks are catastrophically unprepared for them.

Consider the gap between infrastructure investment and actual commitment. Governments announce hosepipe bans while simultaneously approving new housing developments in water-stressed areas. This isn't contradiction exactly. It's the logic of temporary crisis management applied to what may be permanent restructuring. Build now, restrict usage during dry years, hope technology and rainfall solve the problem later.

That strategy depends on the problem being temporary.

The real challenge isn't engineering better water systems, though we need that. It's recognizing that permanent water scarcity requires rethinking property rights, agricultural viability, industrial location decisions, and migration patterns. It requires asking which communities and economies are actually sustainable at current consumption levels in a hotter world.

That's politically intractable, so we focus on hosepipe bans instead.

The evacuations from wildfires in France and Spain, the illegal sewage spilling revealed in court documents, the spreading drought conditions—these are symptoms. The disease is the gap between our legal frameworks and our climatic reality. We're still operating as though these are emergencies to be managed until conditions return to normal.

We need to stop waiting for normal to come back.

This doesn't mean accepting permanent austerity or denying people water. It means acknowledging that water allocation decisions currently made through crisis management and grandfathered rights will need to become deliberate policy choices about who lives where and what gets grown and produced in water-stressed regions.

That's uncomfortable. Hosepipe bans are comfortable by comparison. They require nothing from us except shorter showers during dry summers, then forgotten.

Genuine adaptation requires structural change in how we organize our economies and societies around water availability. It requires asking hard questions about sustainability that go far beyond drought management.

We can keep managing crises. But if the crisis is becoming the condition, we're just delaying the reckoning while building more unsustainable infrastructure.
